  1. Strong partnerships include action to address inequalities due to power imbalances. Partners shall identify and attempt to adopt concrete measures to enhance equitable relations.


Why
Why

Historically, more power has been attributed to organizations with greater financial resources. These power dynamics have tended to situate Southern organizations as recipients and Northern organizations as donors. The contributions of the Southern organizations are often not valued or acknowledged. The priority often given to such things as Northern-preferred means of communication (e.g. electronic, emphasis on written form and predominance of English or French language) may be evidence of power imbalances. 

 

This Standard actualizes Principle C5.5 on striving for equitable partnerships. Together with their partners, CCIC members must take concrete action toward achieving equitable relations, by identifying measures that are attainable and meaningful. Each partner has much to contribute to the relationship. To varied degrees, partners may bring knowledge of context and culture, social sensitivity, life-long community experience, analytical capacity, community-based methodology, material and financial resources, access to decision-makers, connections to global networks and technology. Naming actual and potential power imbalances and then finding ways to build equitable relationships are essential parts of complying with this standard.

  • The Organization and its partner have identified a list of concrete measures to enhance equitable relations that they will aim to adopt in practice.

  • Have we given considered reflection to the problem of inequities?
  • Have we identified strengths and capacities (including non-monetary or intangible ones) that partners bring to the relationship and that contribute to creating an equitable balance of power?
  • If asked, would our Southern partners answer that this is an equitable partnership and they feel that they are treated like equal partners?
  • Under what conditions, if any, can either partner unilaterally dissolve the partnership?

  • Appropriate participation of all partners in joint program planning, implementation and evaluation.
  • Creating a dynamic balance in which the contributions of all partners are valued.
  • Jointly establishing attainable and meaningful goals for action to address inequalities in the partnership, with interim targets and time frames.
  • Consulting partners with a deep knowledge of their country when the Organization defines its country-specific policies and strategies

  • Selectively extracting information from Southern partners to be used only for Northern-driven needs.
