Disaster Management / Disaster Risk Reduction (DRR) Coordinator

 


DURATION:  12 months
LOCATION:  Port au Prince, Haiti
START DATE:  ASAP

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Disaster Risk Reduction (DRR) Coordinator to support the CRCS recovery response in Haiti.

The Canadian Red Cross (CRC)  DRR Coordinator will provide technical input to the risk reduction program in Haiti with the aim to  strengthen the disaster risk reduction capacity of the Haitian  Red Cross Society (HRCS) as well as the community resilience capacity of selected vulnerable communities.  Reporting to the Head of Programming,  s/he will provide DRR technical support to  the CRC Delegation by developing DRR plans for immediate risk reduction in recovery  programs, technical advice to field delegates in CRC operational areas, support to the Haitian Red Cross DRR capacity building at branch and Headquarters in coordination with the IFRC and other Partner National Societies (PNS).  As requested, s/he will also support DRR and  seasonal contingency planning for other CRC programming areas in Haiti.

KEY RESPONSIBILITIES:

  • Develop DRR plans and directions for immediate and longer-term planning of the CRC Strategy in Haiti.
  • Identify the resources – human, financial and collaborative – required for DRR programming.  Ensure sustainable components are built into the immediate plan that can be further developed during development phases of the strategy. 
  • Provide technical DRR guidance to field delegates and other programs as required to ensure risk issues for current programs, particularly Transitional Shelter programs, are identified and managed. 
  • Identify potential future risks, including climate change, environmental and physical risks that could influence future programming decisions, and support field delegates in identifying and planning for solutions.
  • Build capacity of national staff and volunteers in HRCS Branches within CRC operational areas in DRR and community based approaches to risk reduction.  Ensure methods are compatible with other DRR activities undertaken by the HRCS, IFRC and other PNS.
  • Support contingency planning exercises for imminent seasonal risk  (July – November) in coordination with other Federation and external actors. 
  • Represent the Canadian Red Cross in DRR dialogue with national authorities, other PNS, ICRC and IFRC, international and national organisations, and donor agencies as requested by the Head of Programming.
  • Ensure regular and effective coordination with RC/RC Movement Partners (Federation, ICRC, PNS), in Disaster Mitigation/Disaster Risk Reduction activities. 
  • Prepare timely and accurate technical progress reports relating to the CRC-supported DRR program, including periodic reviews and evaluations.
  • Ensure that DRR lessons learned, case studies and success stories are compiled and used to improve future planning, programming and implementation.
  • Provide technical assistance to other CRC colleagues and partners as required. 

QUALIFICATIONS:

  • Graduate level degree in a related field.  A degree in Disaster Management will be considered an asset.
  • Mandatory fluency in spoken and written French language.  Language testing will be administered
  • 3-5 years experience working in a humanitarian context in disaster preparedness, response, recovery, and/or programming.
  • Minimum of 3 years experience in analysing, planning, and managing relief and development programs;
  • Demonstrated experience in project coordination and integration. 
  • Previous experience in developing Vulnerability and Capacity Assessments (VSAs) or similar project assessment tools.
  • Minimum of 3 years experience in managing, coaching, and supporting staff.
  • Demonstrated experience in training, mentoring, and coaching counterparts, with emphasis on workshop training.
  • Demonstrated experience in networking and developing relationships with different partners and stakeholders.
  • Previous Red Cross Red Crescent experience or commitment to the Principles of the RCRC Movement.
  • Strong record of working with partners to develop relevant, effective & sustainable programming.
  • Strong initiative, diplomacy, flexibility, and sound decision making skills;
