2006

"Failed States" - Canadian Action in Conflict-Affected States.
This series of discussion papers is aimed at helping CCIC member organizations, as well as members of the policy and academic communities think through the issues surrounding "fragile states". The first piece, "Failures of the "failed states" framework, provides a critical analysis of the "failed states" orientation. The second piece, "Whole-of-Government: a practical critique" moves into a critique of current "Whole of Government" practices. The policy recommendations are based on a review of related research and practice in the three current applications of Canada's approach to fragile states in Afghanistan, Sudan, and Haiti. The final piece "Towards a human rights frame" explores human rights approaches to Canada's engagement with conflict-affected states and makes some practical proposals to strengthen Canada's policy and strategies by putting human rights at the core of policy and programming. The three pieces make a whole.
